There will be a lot of resistance from the 'system' … academics and parents in bringing Sir Ken Robinson's vision to reality … at least in 'rich' countries or among the affluent in 'poor' countries … These people will not be able to handle the uncertainty … what will happen to my kid if they go through some 'new and radical' system … so perhaps some graduate public policy student who wants to 'do good' will take up the challenge in a developing country???
